Title I, Part A of the Elementary and Secondary Education Act (ESEA) provides financial assistance to states and school districts to meet the needs of educationally at-risk students. The goal of Title I is to provide extra instructional services and activities which support students identified as failing or most at risk of failing the state's challenging performance standards in mathematics, reading and writing. The Learning Assistance Program (LAP) is Washington's state-funded program that provides additional academic support to eligible students. LAP funds are available to support programs in grade K-12 in reading, writing and mathematics, and in readiness for those subjects. Office of Superintendent of Public Instruction
 
The Citizen Complaint Procedure outlines the steps to file a citizen complaint against the School District, Educational Service District (ESD) or School Service Provider regarding an alleged violation of a law or rule applying to a federal program.
